Winter, 89, of Bend and a former resident of The Dalles, died Feb. 4, 2006 at Hospice House of Bend-LaPine. He was born Sept. 6, 1916, in Portland to George F. and Ethyln (Jenkins) Winter. He began his railroad career with Union Pacific Railroad in 1939, was promoted to locomotive engineer in 1943, retiring after 40 years of service in 1979. As a member of the Locomotive Engineers Union, he represented union members at company investigations for more than 30 years. His military career began in 1942 as a lieutenant in the Army stationed in Alaska as a railway operations superintendent supervising the building of air fields. In 1945, after being promoted to major and a stint stateside, he served in the Southern Philippine and Luzon campaigns, later assigned to General MacArthur’s officer staff. He received the Asiatic Pacific Service Medal with two Bronze Stars, the Philippine Liberation Service Medal with one Bronze Star, the World War II Victory Medal and American Theater Service Medal. He was honorably discharged in 1946. While living in The Dalles, he was elected director of the Northern Wasco Public Utility District from 1966 through 1972. In 1989, at age 72, he graduated from Central Oregon Community College with an associate’s degree in art. He attended Oregon State University school of engineering for two years prior to military service. As a licensed amateur radio operator, whose call was KE7NK, he was a member of Central Oregon Radio Amateurs, Amateur Radio emergency Services and the National Weather Service SKYWARN program. He was known for his electronic abilities, developing a special J-Pole antenna. He was a licensed pilot, held a commercial pilot’s license and was a crop duster. He had lifetime memberships in the Veterans of Foreign Wars Post 1643, Bend, and the American Legion, and was a member of the Fraternal Order of Elks, Bend. He is survived by his wife, Mary, whom he married in 1990; a daughter, Jane Venables, Oxford, England; grandchildren Andrew, Cluny and Daisy Venables; great-grandchildren Jack and Kila Venables, all of England; stepdaughters Diane Chapman, Bend; Donna Eirish, Los Molinos, Calif.; and Nancy Mills, Biloxi, Miss.; step-granddaughters Julie Paulus and Christine Jacobe, Bend. He also leaves special friends John and Sue Sargent, Vancouver, Wash.; Trevior Boyd/VK4ARB, Brisbane, Australia; and Arthur Craig/VE7CK, Kelowna, B.C., Canada. He was preceded in death by his parents, a brother and two wives. At his request, there will be no funeral service. In lieu of flowers, donations may be made to Hospice of Bend-LaPine. Arrangements are through Deschutes Memorial Chapel and Gardens.
