She was born Oct. 16, 1931 in Redmond, to Joseph Merritt and Ann Lolita (Willis) Freeman. She graduated as the salutatorian of the Culver High School class of 1949, and shortly thereafter married Stacy Whitehouse on October 8, 1950 in Culver. She spent most of her life in Madras, with 33 years as a licensed insurance agent and the owner of Irving Insurance Agency. Active in her community, she served as the executive director of the Jefferson County Chamber of Commerce and Economic Development from 1985-92, mayor of Madras 1998-2000, interim Madras city administrator 1999-2000, president of the Madras city council 1991-1995, chair of the Madras public works committee 1992- 95, and served on the Central Oregon Commission on Transportation and the Central Oregon Intergovernmental Council. She was involved with the College of Culture throughout the 1990’s and was named the Beta Sigma Phi First Lady of the Year in 1989. As a member of St. Mark’s Episcopal Church in Madras she served as the church treasurer for 50 years. She was also a member of the Lady Elks, and had served as president of the Madras Lions Club. She moved to The Dalles in 2002 to be near family. Survivors include her husband Stacy, The Dalles; sons Dennis Whitehouse, The Dalles; and Randy Whitehouse, Albany; brothers Ted Freeman, Madras; Willis Freeman, Rogue River; and a sister, Lolita Micucci, Dayton, Ohio. Also surviving are grandchildren Jonathan Whitehouse, Coos Bay; and Shannon Whitehouse, Portland. She was preceded in death by siblings Merideth Freeman and Katherine Brown. Memorial services will be held at the Lutheran Church of the Good Shepherd, 395 S.E. C Street in Madras on Saturday, April 2, at 11 a.m. Memorial contributions may be made to Hospice of The Gorge, 751 Myrtle Street, The Dalles, OR 9708.
