Wakley iwakley@msn.com April 16, 2006, 10:57 am The Dalles Chronicle, October 1, 2005 Charles “Ray” Raymond Phipps, 70, a resident of The Dalles, died at his home on Thursday, Sept. 29, 2005. He was born Jan. 12, 1935, in Decatur, Neb., the third of four children to Floyd Lock and Edna Thelma (Townsend) Phipps. In the early 1940’s, the family moved to Pendleton, where Ray grew up and graduated from Pendleton High School in 1952. He attended Oregon State College. After college, joined the U.S. Air Force. He went to work for Pacific Finance Company in Pendleton then was transferred to Portland to open several branches of Pacific Insurance before purchasing B.L. Dailey Collection Agency in The Dalles in 1968. He incorporated that business into Columbia Credit Inc. He was a prominent member of the local business community for the past 37 years as the owner of Columbia Credit Inc. and the Credit Bureau of The Dalles, retiring in August 2002. He was an honorary life member of the Oregon Collectors Association and member of the Dalles Elks Lodge #303. He enjoyed time spent with his family. He is survived by his wife of 44 years, Joan Rae (Hollingsworth) Phipps, whom he married April 30, 1961, in Pendleton; his children and their spouses, Linda and Rod Moser, Gresham; Jon and Gail Phipps, The Dalles; Jim and Debbie Phipps, Wenatchee, Wash.; and Steve and Patti Gillette, The Dalles; his grandchildren and their spouses, Jeremy and Chree Gillette, The Dalles; Heidi and Josh Palmer, Princeton, Idaho; Jesse DeShirlia, Milwaukie; Michele and Dale Marcum, Tigard; Abby and Sarah Phipps, Wenatchee; Teri and Kurt Able, Salem; Gary and Carley Prince, Corvallis; great grandchildren, Cassey and Brendon Able, Mariah and Kennedy Gillette, Briana DeShirlia, Avery Palmer and Liya Marcum; his mother, Edna Phipps, Pendleton; his brother, Robert Phipps and his wife, Irene, Kenei, Alaska; his sister, Bonny Grist and her husband, Larry, Medford; numerous nieces and nephews. Funeral services will be held at 2 p.m., Tuesday, Oct. 4, at St. Paul Episcopal Church. Spencer, Libby, and Powell Funeral Home is in charge of the arrangements.
