He was a resident of Conroe, Texas, for the past year and was previously from Lake Roberts, NM, where he resided for 30 years. He attended grade school in North Dakota, Minnesota and Oregon and was the 1939 class president of The Dalles High School. He attended the University of Oregon. He retired from the US Army in El Paso, Texas, in 1969 as a first sergeant, having served in World War II and in the Korean and Vietnam wars during his 28 years of service. The majority of his career was in the medical corps. He received various medals and articles of commendations. He was a member of the Lutheran Church, an Endowed Life Member of Masonic Lodge #1344 for 40 years, and a Life Member of VFW Post 14000, Lifetime Member of the Old Wasco County Pioneer Association, Sapillo Creek VFD, Lake Roberts Outlet Modernization of 1998, and he donated to many organizations and charities. He designed and built his home with the help from his family and friends in Lake Roberts, NM where they did the masonry, carpentry, electrical, plumbing and all the interior finish work. He was preceded in death by his parents, Ruth I. Wegener and Edwin L. Newgard, his wife Phyllis L. and his brother Everett. He is survived by his children, Gregory B. (Judy M.) Newgard of Rio Rancho, NM, Karen D. (Gary L.) Mayne of Conroe, Texas and Vaughn O. (Connie D.) Newgard of Boise, ID; grandchildren Greg A. (Amanda) Newgard of Cupertino, Calif., Kevin B. Mayne of Conroe, Texas, Aaron D. and Lindsey D. Newgard of Boise, plus many close friends. In lieu of flowers the family requests donations be made to the American Diabetes Association or a favorite charity. Masonic graveside services will be held Tuesday, Nov. 4, 2003 at 1:30 p.m. in the Fort Bliss National Cemetery in El Paso.
