She was born April 23, 1898, in Ashville, NC, to Charles and Phoebe Conley, the second of 12 children. The family homesteaded in 1903 near Tygh Valley, where Nell attended the White River Grade School. Choosing to be a young career woman, she attended The Dalles High School, and later business college in Portland. Nell was visiting her family in Tygh Valley when she met her future husband, Tate Justesen, who had returned from the "Western Front" in World War 1. The couple married in 1919 and had two children, born in Portland and San Rafael, Calif. The family later moved to San Bernadino, where Nell was employed by Charis Corporation as their top sales representative. In the 1930s they returned to Portland, where Nell was employed by J.C. Penney, and was recognized as their top producing employee as well. The Justesens moved to Kent, Ore., and started farming near Tate's parents in the mid-1930s. They later bought a wheat ranch on Juniper Flat west of Maupin, and in 1949 purchased the Hauser Ranch at Tygh Valley, where they remained. Nell was active in the Garden Club, American Cancer Society, American Legion Auxiliary, Methodist Church, Wasco County Pioneers, the Wasco County Cowbells and served for many years on the election board. Tenacious in pursuing her goals, she was instrumental in getting the guardrails installed on Shearer's grade from Tygh Valley to Sherman County, writing to every governor since Earl Snell to pursue this objective. The project is now near completion. She was preceded in death by three brothers, three sisters and her husband, Tate. Her surviving brothers are Wallace, Robert and Sherman Conley of Portland, and Howard Conley of Sacramento, Calif. Other surviving family members include her daughter Betty Nelson, son Roger Justesen and his wife Evelyn, and numerous grandchildren. Private family services were held at Smith's Funeral Home with Ann Peterson, Nell's close friend and neighbor, singing and ministering. Pallbearers were Roger Justesen, Ed Justesen, Gary Conley, Rocky Webb, Fred Justesen, Jon Justesen, Roger Johnson and Roy Justesen.
