He was born Nov. 18, 1934 in Lexington, Ky., to Vernon Garrett and Ivetta Hoskins. He served with the 328th Strategic Air Command (SAC) in the U.S. Air Force from 1954 to 1958. He received numerous badges, commendations and medals. During his civilian life he had worked as a hazardous waste engineer. Hoskins was also an airplane mechanic. In addition, he was a construction foreman. He was known for his kindness and dedication to his friends and family. He is survived by his life partner, Arline Bye of Bingen; a daughter, Julie Rocha in California, and by sisters Geraldine “Jerry” Hoskins and Joyce H. Spencer of Batavia, Ohio, and one granddaughter. Private ceremonies of remembrance will be celebrated by the family in conjunction with the placement of his ashes with military honors at Willamette National Cemetery in Portland.
