He was born in McDowell County on April 19, 1951 to Paul Franklin Sr. and Doris Bennick Franklin. He graduated from Wasco County Union High School in Maupin in 1970 and later served in the Army. He lived most of his adult life in the Portland area and worked for Ameron Pipe as a welder. He moved to Marion in August of 1997 to be closer to his family. He attended Bethel Free Will Baptist Church, enjoyed sports and fishing. He still holds track records at Wasco County High School. He is survived by his parents and brothers, Kenneth and Michael Franklin, all of Marion; a daughter, Carol Franklin Rager and grandchildren, Ellis and Noel Rager, Maupin; and many extended family members in Tygh Valley and the rest of Wasco County. Services were held Dec. 20 at Westmoreland Chapel with military honors provided by a detachment from Fort Bragg. Remembrance may be made to the American Cancer Society.
